Nebraska’s medical cannabis reforms hit a legal snag. A district judge has reinstated 24 misconduct charges against notary Jacy Todd, accused of improperly notarizing signatures for two 2024 initiatives that legalized medical marijuana in Nebraska.
Todd allegedly notarized petitions without witnessing signatures, a violation under Nebraska cannabis laws. A lower court dismissed her case, but Judge Andrew Butler ruled notaries are public officials and must be held accountable.
The case stirs new tension across Nebraska’s cannabis industry, even after 71% of voters backed legalization. With another circulator admitting fraud, scrutiny over the petition process could lead to tighter rules affecting Nebraska dispensaries, cannabis testing, and cannabis cultivation.
Patients, businesses, and industry watchers should stay alert: delays, stricter certification, and more hurdles could follow if trust in the system erodes.
As the case heads back to Hall County Court, the future of voter-driven cannabis reform in Nebraska may hang in the balance.
